Changelings... like 20-25 per.

Best source for arrows are Centaurs though (60+ if you kill 'em quick). Run the spawn at Twisted Weald/Ilsh Spirit.. get to them and you rack up on them fast.

Meer Captains shouldn't be the only dependable droppers of bolts... but thats it.
Changlings carry both... but they are such a pain in the backside. It would be easier to make them by hand, killing harpies for feathers.
