I have some Books of Truth? and I would like to use them if I could. I do not believe the NPC's are still around to give the quests, even though I have the books. Are these quest able to be done anymore?

Are all the "Truth Seeker" quests available still?

They are not, sorry. The only reward item from that quest still available is the Gorget of Honesty, which can be found as a virtue artifact. The books themselves are probably best sold as a rare decorative item.
Note that unless you had at least 10 books, you wouldn't be able to get a decent reward anyway.

The killer is I have 32. Enough to get The Redeemer. UOGuide is dated and makes it sound like the quests are still in the game, even though the books are no longer spawning. Ah well.
