80% intensity mods are the higest you can get on crafted spellbooks, that includes all additional mods on a Scrapper's. So no, you can't get higher skill bonusses then +12 on a Scrapper's.
You could get two (different) skills with a total >12.
Aside fromt hat, theres an exploit around with spellbook engraving tools. Used in the 'right' way, an engraved scrappers appears to have an unbelieveable high skill bonus. But since its only engraved its display only without any use for the character wearing it.
