i found a +20 throwing bracelet
I found a piece of jewelry with +20 evaluate intelligence earlier today, not on Origin.
So it was my bad luck
I'm not sure know that the publish had yet hit the shard I was playing on, so I'm still kinda watching for these. Seems like the publish has definitely hit there now. Not getting any relic fragments and Velocity mod is showing up as multiples of 5%. Will post if I see anything higher than 15 for skills.
