I'm on LA and right now I'm doing the NPC 4-step ... you know - step off 4 paces, freeze then relax to do it all again? Definitely NOT normal performance.

Current location, Lord British's castle grounds, Trammel.

Seems to be isolated to W. Brit. SJ to home in Malas and can move wonderfully, Skara Brae, Trinsic, Moonglow no issues.

Maybe something on the W. Brit subserver? <shrug> Typical ... Level3.net to ALTER.NET handoff is 100% packet loss on 1 hop each (UOTrace).
