Anyone got a clue on where to find a JUDGE NPC ?

Apparently, Forensic Evaluation is taught by Healers or a Judge NPC.

Now, healers only taught me 26 points which is low to train on corpses (I get no gains when trying....) so was thinking to check out a Judge to see whether he can train me some more....

But I could find no Judge.....
Assuming they should be by a Court House, is there any such thing as a Court House in Sosaria ?
Thought about Britain but found none....

Anyone has any advice ?
Also, is there a faster way to train up Forensic Evaluation ?

not positive but you could check the yew prison I seem to remember one being there

Well, according to Stratics on Forensic Evaluation these are the NPC's that can train it:

1) Bloodletter (Umbra in Malas)
2) Healer (Shopkeeper)
3) Healer (Wandering)
4) Healer Guildmaster
5) Fortune Teller (Ilshenar Gypsy camps or Desert Outpost)

I also checked Yew Prison and didn't see a judge, nor in Court of Truth.
