Any race helm of swiftness

I got a Helm of swiftness that does not say "elves only" and it will let my human charactors use it. I have not seen any of these around. If anybody could tell me if this is a rare or what. Thanks.

Rare to a point, but not really considered a rare if you understand what I mean. They do still drop on occasion but I would guess probably a ratio of 1 human to 5 elf ones
