[Price Check] An Odd BOD?

Hello,

I have had this BOD a while. Not sure I have seen another, but I wouldn't be surprised if there were more... Any ideas of the value? Kind of a blem type item. I have tried to manipulate it but it doesn't seem to change "unused" to any type of item. Thanks ahead of time for any feedback :).
