Amnesty (again)

I just remembered my OLD account log in information. I created a SIM *yes sim* in TC3 to make sure it worked, but I couldn't log in on the website to actually activate it as a paid account.
So my question is this....Since I found the information, created a sim in TC3, do I need to be a paid account for the amnesty program?

*Hopes she is making sense...she is soo excited*

Yes all Paying accounts get the amnesty! You have to have a paying account!
