Forgive my ignorance. I took a couple of years away from UO. What is an alacrity scroll exactly?

It gives you 15 minutes of accelerated gains, 0.2-0.5 per. Used during ROT you can vastly increase your total gains for the day although you would not be able to use the character for anything else for a while.
