Do these spawn in all levels of Tmaps or just Higher levels?

I read the FAQ at the top of the forums but didnt see it mentioned.

I knew i had read it somewhere but just couldnt find my way back. Is the chanse greater i higher level maps or do they all have an equall chanse?
