Acitvating Primer Spell?

I tried to cast Nether Blast spell for mystic and says I am not on correct path for using this mastery spells. I used a level 3 primer for mystic so what is still needed in order to use the spell?

Right click the mastery book, click switch mastery and pick the mystic mastery from the list.

Don't bother with Nether blast, it's useless even at level 3.

The devs were too busy super-powering parry mastery to bother making anything in mysticism remotely useful.
