about gaining skill gain

is it better to start a new char to gain a skill till 100 or do it on a char that has 600 skills already?

it does not matter ! Except with GGS the lower total points are the more often you get GGS

If your overall skill cap is below 250 you will get your GGS gains with less waiting in between. But until you get into the higher levels of most skills your overall total has no effect on gains.
