I don't understand the question.
I'll attempt to give an answer, and hope that it matches up with what you're asking.
Stratics is an official fan site for Ultima Online, and is the preferred means of casual discussion between the developers and players (more official, direct, contact should be made via the feedback links on the game's official home page). On several occasions (but not currently), they went so far as to declare them official forums, for various periods of time, before guys in business suits changed their minds. Some of the designers, programmers, artists, and even the person in charge of all Ultima product participate in discussions, but at their own choice, not any mandate to do so.
We also host an archive (at Mythic's behest) of the older uo.com web pages, though frankly the interface leaves me a bit wanting. We also have the forums set to repost blog/RSS posts from various official sources (including the Blogs for each shard's Event Moderators), with the official blessing of the company.
We're our own company, mostly staffed by volunteers. We aren't hosted by EA, Bioware, Mythic or any of their subsidiaries (there's a long time incorrect belief that Origin created UO as a separate company - when in fact EA owned Origin for 5 or more years before UO went into testing, let alone official release). In fact, Stratics has forums for many different MMOs, with the lineup changing over the years.
Several of our former staff have gone on to work for EA and other MMO companies.
AS an official fan site, we have to go by several rules.
1. No discussion of the freeshards (servers run on emulators, that don't belong to EA Mythic/Bioware)
2. No discussion of unauthorized software (there's an official list of ones that can be discussed, plus a couple more that were okayed directly by UO developers, that never got officially added). Searchbots and anything that alters the data stream to the servers are illegal (including the emulator clients used by some of the freeshards).
3. No Real Money Transaction posts (because many of the OTHER games Stratics covers bans them, and takes exception to us even having them offered for a game that has in the past allowed them - plus having to deal with the fallout from scams isn't worth the grief).
