I would have thought that "see ya!" was a contraction of "See you later!".

Of course, "See you later", is obviously a contraction of: If nothing unexpected occurs in the near future, I will plan to "see you later", at some indeterminate time fairly soon.

Also, "See you later" is often further contracted to "cya" or simply, "later".
