i have one. i thought it was 1/5 for some reason. just looked it up, says ~6, so could be 1/10 im not familiar with how that shard worked back then. I paid 125mil for it a year or two ago. its one of those things that someone might not buy for 50mil, but i wouldnt sell mine for less than 200mil. its a nice "accent" rare to alot of the dragon stuff.
