[Price Check] A dagger that has charges

I loged on a character on a different shard then i play, and i noticed his dagger in his hand had charges remaining on it. It didnt say poison or anything thing like that, just charges remaining like a pickaxe or shovel. Just curious what it is, and if its worth anything.
