is this account-wide or per char? meaning if I delete a char and create a new one will the new char have +5 stat, or will the char have to wait 6 months for this

every char you create gets it. you have to create the char. then log out in an inn or house preferably then log back in and you should get a gump saying you have been given the +5

No vet rewards are different then the stat bonus. If you haven't chose them then you are ok. I am not really sure what your asking about when it comes to them but its different.

Vet rewards are account based. Meaning that what matters is the accoutn age, and not he character age. If you can use a Vet Robe/Ethy/etc., and create a new character, they will be able to use the vet robe/ethy/etc.

Any character on the account can claim the reward, and they can be traded among your characters. Just be carefull that when you delete a character, they are not wearing or have in their pack or bankbox anything you want to keep (gold, rewards, items) because you will not be able to recover them.

As others have answered, it's account-wide. I'm posting to complete the info -- your account has to be 6-months old to get the +5 stat bonus. It's sort of like a 6-month vet reward.
