I think the 6th character slot comes with the Mondains Legacy expansion, or you can buy a 7th character slot token which would take you from 5 to 7 I beleive.
Additional character slots have never been a part of an expansion, only the special anniversary editions. It's possible to buy a 7th character slot from uogamecodes. This takes your account to 7 slots regardless of whether you currently have 5 or 6.
