I have a character, not currently in my 'active' roster who would love a bracelet like that.
The template is: Macing, tactics, healing, anatomy, chivalry, music, discord. 46 extra skill points would add to his power a lot.
But that isn't a common template, so unless you find someone who is looking for that ring specifically, I doubt you'll get a lot for it. But a lot is relative. I could see myself paying a couple hundred thousand for that ring on Europa (where the character is) and a few tens of thousands (34 skill points ain't bad) on a different shard.
