I have a 4/6 chiv macer. Designed him for PvP with the following template:
120 Macing
120 Parry
120 Resist
100 Tactics
100 Anatomy
90 Healing
70 Chivalry
Sounds like my experience was similar to yours: I always managed to get my butt handed to me playing this toon. totally sucked. However, I recently made an adjustment to his template that makes him much more viable. I haven't done field PvPed with him, just dueled - and he's a tough toon to beat in a duel. He now looks like this:

120 Parry
120 Tactics
100 Anatomy
95 Healing
90 Weaving
75 Chivalry
With a casting cap of 4/6, weaving has become a perfect compliment to this template. Soon as the duel starts, gift of renewal and/or attunement. When fighting a mage, hit essence of wind to screw with casting speed. Of course, unless your opponent has a whirlwind weapon equipped, pixies can help you finish the job pretty quick. A couple AIs followed by repeated poisoning from pixies is a dirty combination.
Like I say, I haven't used this toon for PvP, just for dueling. He's suit isn't really PvP material, either, but it's workable for a player on a budget:
