The 1/3s that fetch a lot and are highly sought after will have other mods...particularly the right combination of hci, dci, sdi. Others look for skill increase, some look for swing speed and/or damage increase, and most will want Enhance Potions (assuming use for pvp).
That ring there has already got 3 mods on it. Not sure how it all works as far as weight for imbuing, but at best you could imbue 2 additional mods. Given that, I think It's not really any better than something one could craft.

Mana reg cannot be imbued on jewels.
So it is Not worthless. Imbue 15 dci on it and use for own mage/Tamer/Bard.
Maybe there is weight left for a little lmc or lrc then.

Good point. I didn't mean to imply it was worthless completely. (I was also not aware MR can't be imbued).
Could definitely come in handy as a lower-end PVM piece for a tamer or something like you said. It's still not really worth anything the way a 1/3 like I described would be though.
