[Blacksmithing] -15 Mage Throwing Wep

Caught a glimpse of a guy running around with a -15 mage kryss i believe it was and had no idea you could do that with smithing aswell. I burned through a bunch of hammers before i thought to ask anyone on here if they knew how to make a -15 throwing wep. Preferrably a boomerang any help would be much appreciated =)

Throwing weapon and bow can not make -15 mage weapon
We can make only melle weapon.
