15 day time limit for houses on TC?

Is there a command that allows one to bypass this when on TC?

For a server that resets when EA wants to reset, waiting 15 days seems silly to me. Do you really have to wait for 15 days or is there something I am missing?

There is a gate near the West Brit Bank that you can go through that gets rid of the 15 day thingie.
