Easiest way is to figure out what Relic frags are selling for. It takes 50 frags to get the scroll...Pretty easy IMO.

No no no, take 10 115's and bind them, way cheaper and therefore you will not be getting that much for a 120. On my shard (Origin) I see them for as low as 1.5mil and as high as 5mil right now. So I would say in that ballpark.
