10 year vetern reward rugs - Dolphin, Rose & Skull

Is there a reason that while a co-owner of the appropriate age can place it in a house, only the owner of the house (whose account must also be the appropriate age) can access it to remove the SOSs, Seeds & T-Maps? I have a dolphin rug that has been down for at least 6 months and I do not look forward to the day that I can actually remove the SOSs from it. *You see your backpack fill up rapidly.*
