The way i see it is, you have your base hit say 20.
now add any DI and skill buffs....so say we are now at 40.
now take into account the mobs resistance say 50%.....so were back at 20
then finally add the damage mobs of 10% which finally gives us a hit of 22.
This is very rough as there are far more damage boosts and resistance stuff to take into account but you get the idea......
Not sure if they made it work for Garg throwers?
One nice thing about them is they give a handy weight reduction container for your ammo that can be insured so you never res with no ammo
