It should be noted that all party members need to stay within close proximity of the token holder, or else they lose the alacrity bonus. Can't just party people, turn it on, and have them go out on their own.

Indeed, the main token holder needs to be online and near everyone for it to work. Otherwise it expires within 30 or so seconds.
