why are these so much on atl 5m on most shards as its one of the most common drops from shadowguard.

This is the wand version, not the staff version (although it says "staff"), as clearly seen on the picture.. Gargoyles can equip wands, while the staffs cannot be altered.

You need to be a gargoyle to get it from shadowguard, and most players prefer elves or humans to play. It is somewhat rare and a desired pvp item at -0 mage weapon / one handed / EP.
