I thought that all my vendors were wearing something.
So, am I delusional, or did this one lose his clothes somehow?

There was a bug where you could buy the clothes a vendor was wearing off of their paperdoll awhile ago, I'm not sure if it ever got fixed. That might have been the cause.

Looks like they either were playing Strip Poker, or decided to go Streaking..

If you put the clothing into the vendors backpack first, then drag to their paperdoll, they get a price. if they were neat looking garbs people will but them as they show up on the vendor search list. I bought a nice blessed skirt that way once, but never to this day have seen the homeowner to give it back.
