My husband wants to know how this weapon is possible? cant even be imbued like that 140 fireball etc? he wants to also have one with 50 splintering lol

What your describing sounds like the 'Focus Attack' skill maybe like seen in this thread:

Selling Weapons - Selling Insane 30 Splinter Focus Attack Warfork


Its a Ninjitsu Skill so at 120 Ninjitsu would be very potent to increase weapon stats:

Focus Attack - UOGuide, the Ultima Online Encyclopedia

"Provides a Damage Increase and an increased chance for 'Hit' properties (Hit Lower Defense, Hit Mana Leech, Hit Harm, etc.) on your weapon to trigger for a single attack. These bonuses are increased by your Ninjitsu skill."

Imbuing can only go up to the normal item property caps e.g. 100 luck, +15 to a resist, 8 LMC and so on.
Reforging can exceed these caps (e.g. 150 luck, 10 LMC) and also give properties not available through imbuing (including Stygian Abyss properties like splintering weapon or reactive paralyse).
A few years ago they changed the loot system in Shame dungeon to drop magic items which have properties added more like reforged items. This was eventually rolled out worldwide so imbuing is relatively weak now, although sometimes useful for adding or increasing the one property that you *really must have*. That's why you'll often find people buying and selling 'legendary artifacts' in the trade section - if you're lucky enough to get one with complementary, high value properties, they are the most powerful items in the game, better than most traditional artifacts such as dropped by Doom gauntlet and Peerless mobs. With a few exceptions of course :)
