you can't steal that - sry i not found answer. if i see a item in the landscape like the daily rares or stuff. and i click steal and then the item. if the message: you can't steal that pops up. does it mean this item is a fixed deco and absolutely not stealable or does it only say its stealable but i failed?

If There Is An Artifact Rarity It Can Be Stolen. If You Try To Steal And Get "This Item Cant Be Stolen" Then Someone Is Playing A Trick And Already Stole It And Put It Back
