For the Bushido skill of evasion do you need parrying skill to have it be usefull?

5% to evade with 0 parry. 15% to evade with Bush, Tacts, Anat at or above GM.

Thank you! Seems like the evasion special move was really nerfed even with the parry skill added 15% seems very low.
