i think they are unusaul to fish up. i have only seen a couple. one was on rares fest also.

yes they are quite rare i would say somethin like the moonstone jewels, ive heard of someone gettin one quick after it started, and ive heard a friend said it took about 600 sos to get one, so just a rare random drop. and im up to about 300 sos and not one yet.

yes you can wear it. The resists on it are not good tho.
