Pretty sure its from the Goblin quest in the Underworld. You have to fish up a Red Herring and give it to him to get it. It turns you into a Goblin. Fairly useless IMO.

Yeah, useless and pure FREAGIN awesomeness!! I love the way the little goblin charges forward when you run!! Best form to spam in Luna with as well, lighten up and have some fun with it dude....
