Where do I find people for arcane circle?

Is there a place where everybody hangs out at or goes to, or do you have to collect people? Sorry I'm a newb to spellweaving.

My order when im looking:

1. spam my alliance chat
2. Lady M
3. West Brit
4. Luna

The last two of course probably vary by shard as to where people seem to sell/bank in masses. If you approach those areas with 2-3 ppl in a circle group already, you are really likely to get additional weavers (they seem to not like to be the 2nd or 3rd, but when you offer up a lvl 4, 5 or 6 focus they tend to flock).
