I have no idea what Valor island is, but in deceit I am guessing when they introduced the champion spawns .

nah was much later, and question is more why they did it then when really,
2 good spots for SL to hunt silver

No idea, the only place I have seen Silver Serps these days, is in the Champ spawn in the Lost Lands, real bummer if they have removed them from general spawning.
