when can u promote guild members?

Hi, I just formed a new guild and noticed that when i tried to promote members it did not let me do it. so my question is when can i promote or how? m,y guild is obviously rank 1.

Well I'm Glad I'm not the only one.... I cant promote either. I just formed my guild and wanted to promote a couple initiates to officer but it wont let me. Is this an unlock ability or an error in guild mech.
