What is the difference between 110 Magery and 115 for making spellbooks?

I'm sorry if this is in the FAQ, but I couldn't find it. I know higher magery matters for spellbooks so GM is better than master and 110 is better than GM with legendary at the top. I also know that for some skills like Focus, 115 is treated the same as 110 for certain things (mana regen I think). For spellbook creation is 115 equal to 110 for spellbook mods probabilities or is it somewhere between 110 and 120?

the higher the magery it doesnt seem you get a better chance at making 3 mod books but you get higher mods.

i get mostly maxed out mods at 115 magery from when i was 100.

has anyone else noticed?
