What is a Smuggler's Tool Box

I've seen a few of these on vendors in Luna, and it has 10 uses. What is it, where is it found, and what are the 10 uses for? I didn't find any reference in the Stratics search.

You get it from stealing with a smugglers edge.

In addition to the existing rare items, the following two rare items may be able to be stolen only at the time of stealing with a smuggler's edge.

- Smuggler's Lantern
Lantern with spellchanneling
100 colors

- Smuggler's Tool Box
You can pick up 5-12 lockpicks by consuming 1 charge.
1 charge is recovered every 24 hours (Max: 10 charges).

I'm gonna ask this here, why not--why would you want a lantern with SC and FC 0? What's the point...why not go barehanded? Does it active parry, perhaps?

Just a deco item... it doesn't really do anything. Well, it provides light!
