[Fishing] What do I need to get a polkadot bikini?

I am hunting for MiB treasures vigorously recently, and am pretty sure I have pulled up over 700 chests since last year.

Still I haven't seen any polkadot bikini. Is there any prerequisite for pulling up a polkadot bikini?

What I only know is that they appear as a pre-chest loot. I think there is no skill requirements other than being high enough to be able to pull up sos.

Whoever pulled up this fancy apparel, would you let me know whether I've been just terribly unlucky or am missing something?

Even I am leaning to the idea that the whole thing is a conspiracy to make fishers more vigilant.

How is anyone pulling this up!! I must be cursed!!! I have been fishing for 16 years and have NEVER pulled a bikini up. I completely fill up a Davy's Locker (500 sos) and then fish them all up before I do anything else. I only wish I knew how many thousands of sos' I have fished up over the years.

I got like 3 in one week and then have not had another in 2 years, same with the ship strong boxes

I collected every ship's strongbox that I pulled up. At the point I pulled up the bikini, there were 10 strongboxes in my stockpile. If this is not a damn unlucky case, this may explain the rarity.
