PvP/Faction VvV Battle Announcements

I've been noticing for a while now that my characters who are not in VvV but are in the same guild with characters that are in VvV no longer see the announcements about VvV battles when they log in or when a new battle is beginning.

Was this an unannounced, deliberate change or is it a bug?
