I think the whole endless farming for silver is going to drive players to the hot spots to get the gear, but why would you spend all your time in getting gear that is going to decay in 30 days? Yeah this reduces the Trammel players from getting it with the decay timer force players to farm ... farm... farm.... it's going to get boring really REALLY quick.
Think Dev's should actually listen to the players ideas about faction and see if they can do something similar, I think this "Fix" is going to doom Faction/Faction Gear pushing all Causal players away from Faction (all the people that have a job, a Life and pay the game subscription fee, most adults).
Please LISTEN TO US; People are asking to Fix Faction and Faction Gear on Trammies ( this means that Faction SYSTEM is Broken/Dead) all of it, not just the GEAR The point in Faction is numbing to Capture a Town .. for what?! ....No reason behind it what so ever just to SAY that you own it. THIS is the reason why ONE Faction always hold MOST of the towns Cause nobody cares to hold the towns.
Here's an Idea that will Fix UO economy and Faction ALL-IN-ONE fix
Progressive PVP: A reason to Hold a town (Game Play)
Able to "Build" Towers and defenses for the town.
Give a Perk for HOLDING that particular town
Enable Resource Demand for Holding the town IE: Need Iron/metal (a resource) to enable Armor X to be worn (hence "Faction Armor")
Players sell to a vendor of Faction holding.
Enable Risks: Loot-able Armor/Moonbound in Trammel.
(if your good enough to stay alive and not get looted, then you should beable to keep your hard earned gear)
Prevent recall/Gates into towns (must walk into town, risk of your Supply line)
If town is to be taken, all supplies are lost and gained by the OTHER Faction.
Any Blue players in Enemy "Land" are "Orange" to opposing Faction
In war- anyone who is on enemies land can be killed with no penalty (back in the day Men were killed, woman were .......- Kill'em all!!)
Enable Supply Vendor: player own or NPC which ever the system works better with supply and demand
Perks (Faction Gear)
Towns makes the gear low silver cost, No ranks to determined ability to wear it, just Supply and Demand
