Ill beg my brother and dad to get onto steam and do this.. although, they no longer play UO

I signed up/registered and when I click to vote it says something about needing to make a purchase/small transaction to perform that action.

Anyone else encounter that/work around it without having to make a purchase?

Yes, its to prevent people from making a million accounts to vote as they are free to make.

You need to buy anything, find the cheapest game there is and buy it.. and some come extremely cheap.
