Here's a table that should help in comparing different weapons at 750 and 1000 attack power. It's a repost of a table I made a while back, updated with new AQ/Naxx weapons. All weapons are 2.5 speed or slower, since hemorrhage is not affected by attack power normalization.

The columns shows the DPS of a weapon, its speed, its Sinister Strike damage and its hemorrhage damage (average non-crit damage). The final coloumn called called 'Hemo*1,14' is how much damage hemorrhage deals per 40 energy points spend. This is included for comparision with Sinister Strike. The +7 hemo de-buff is not included in these calculations.

Too many rogues go with a hemo build, and are seriously hurting themselves, and their raiding groups, because they dont understand what it really does. What this chart demonstrates, is that you are doing less damage with a hemo, than a sinister strike, and if you are a hemo rogue, you should be using hemo all the time, NOT SS. It's the damage per energy tick that is what is attractive for rogues, and the more Attack Power you have, the better off you are. At a bare minimum, you want 750 AP unbuffed, and really wont see benefit until you hit 1k AP unbuffed.

The +210 damage debuff actually costs your group damage because you would be doing significantly more with a SS, or a backstab. When you hit those magic numbers of Attack Power, things start to equalizes, and THEN the debuff starts to be worth it.

From a PvP point of view, hemo is fabulous, but you need to realize that you are trading damage for control, and that is perfectly acceptable for a PvP rogue. You can completely stunlock someone down with a hemo build.
