Let it be known that as of today, October 41 of the year 382, all partnerships and treaties that currently exist between Magincia and the City-State of Umbra are void. All Magincian citizens currently within Umbra have three days to sell any property they may have and evacuate the city, before their possessions and lives are forfeit to the State. In regards to a brutal attack on an Umbrian citizen within Magincian borders yesterday (Oct. 41, 382), the following vigilantes are to be immediately brought, dead or alive, to our imperial jailors:

Until these criminals are delivered into Umbrian custody, we hereby declare our borders closed to Magincia and its people. All Magincian citizens seen within Umbrian borders will be seized by authorities, and their personal safety cannot be guaranteed. Violent action will not be taken against your city - but if our citizens can expect to be treated with brutality within your borders, then your citizens can expect the same from us.

To the Duchess and Queen Regent of the Kingdom of Dawn,
Let it be known that your allies, the Magincians, yesterday attempted to murder a high-ranking Umbrian citizen in relation to his dispute with a nobleman of the Court of Dawn - a concern that neither directly involved their city nor warranted a violent response. Consequently, it has been decided that the citizens of Magincia are no longer welcome within the borders of Umbra, and all trade, travel, and other partnerships with the island have been suspended until the vigilantes have been brought to justice.
It is with great regret that we must extend the same conditions to Dawn. Magincia is a new and troubled nation, and one that we foresee becoming problematic in the near future due to the nature of its demise and its current political instability; Dawn's decision to ally to the isle is questionable, and for the safety of our people we must consider your cities to be part of the same entity.
All citizens of Dawn and the greater Hyperboreal Peninsula are hereby banned from Umbra and its territories. Dawn ex-patriots currently residing within Umbra have three days to sell their properties and leave the city, after which their possessions will be seized and they will be imprisoned indefinitely as infiltrators. No attacks will be made upon your city, but our borders are henceforth closed to your people, and we cannot guarantee that trespassers will remain unharmed.
This has been decided via unanimous vote in the Umbrian senate and cannot be appealed. The conditions outlined in this letter are applicable until such a time as the Magincians surrender for justice the men and women that we have requested.
