There are no town governors on TC.

I thought Bleak had set one up for us, while we were doing to pvp testing for fc1.

If the characters haven't been wiped I'd assume it was still active.

You might check yew or Britain.

Yew on TC1 still has the FC1 buff from publish 96 testing, there's also a gate near the stone you can go through to bypass the cool-down (7 days) of switching town citizenship, although you still need to donate to the city to get loyalty up, plenty of ingots in the bank.
