I think my stealing days on legends are numbered. Helios has ceased to find my thefts there amusing. Lots of players complained to him that they dislike losing items in felucca.
Those trammel players feel the thefts are challenging his control rather than normal role playing. Perception being what it is, it's pretty reasonable that he consider he must be not only in control but seen to be in control by the masses.
