General Teleport/Disappear Bug

I am 99% sure it has to do with bracelets of binding. But people can do this trick and instantly disappear from anywhere. At spawns, flagged, crim, etc. It's been going on for a long time. I know someone is going to say "just page and target them" but I've done it 100+ times and I see the same people doing it.

Please fix it. If you want an example, just look at one of the 100 pages I've targetd of players. Its always the same ones.

It is not a bracelet of binding. The bracelets comply with all standard recall functionality.

Its some Events Reward item from 2011.

This would be my guess and there is currently a problem report in the system on this issue.
