spawn rate of blank scrolls

why doesnt uo let the mages in all towns start with 500 blank scrolls just like the reg scrolls they spawn with . it would make the scribes that use alot of blank scrolls .make it easier to get the amount they need in a shorte time

That would be a question that needs directed at the Development Team of UO and not the Event Moderators.
